RADIO SYSTEM SPECIALIST

NETWORK & ACADEMIC COMPUTING SERVICES

PAYROLL TITLE:  Administrative Analyst

Under the general supervision of the Telecommunications Customer Services Manager, serve as system administrator for the campus 800Mhz and other radio systems.  Provides technical support, analysis and customer support for a variety of NACS wireless services and for wireless services provided by outside vendors such as cellular service sites.

30%     1     System Administration

Serve as system administrator for the campus Motorola 800Mhz trunked radio system and other radio systems installed on the UCI campus.  Responsible for the day-to-day operations, routine maintenance, vendor coordination; and performance analysis. Identify problem areas; evaluate load efficiency, system performance, interface operability, and service availability. Provide metrics reports.  Track system growth and recommend system modifications and service policies based on usage.

Monitor all components of the radio systems including central site controller, trunked repeaters, conventional repeaters, consoles, and subscriber equipment.  Perform routine inspections of the system components and batteries, during regularly scheduled site visits. Troubleshoot system problems and coordinate repair with vendors.  Maintain adequate spare parts.  Perform routine administration, operation, maintenance and repair services of the Signal Peak site.  Coordinate vendor services when needed.  Detect and/or correct system degradation

Schedule all system maintenance and notify users of down time.  Schedule vendor to perform preventative system maintenance and/or repair.  Provide vendor with detailed information regarding problem to assist with troubleshooting and problem resolution.  Serve as first point of contact in the event of radio system failure.  Direct vendor technical personnel.

Recommend equipment purchases and oversee allocation of equipment.  Recommend and implement software and hardware system upgrades.
 

 

 
30%     2      Customer Service

Develop new and revise current fleet mapping templates to satisfy customer needs.  Conduct full analysis of fleet mapping on all campus radios.  Re-map radios to better serve the campus needs.

Coordinate with vendor for the repair of portable radios, mobile radios and base station units.  Responsible for tracking equipment out for repair.

Advise clients ordering new radios and accessories. Program MTS 2000 handheld radios using  Motorola Radio Service Software (RSS).

Maintain radio user database used to track equipment and comply with campus inventory policies and procedures.  Deactivate deleted radio IDs from system to prevent unauthorized use.

Provide technical and practical consulting to campus departments for their radio communication needs.  Meet with clients to assess their needs and recommend solutions including radio equipment and programming design plans.

Act as technical advisor for campus departments in dealing with vendors of radio equipment and services.  Provide quality customer service using tact, diplomacy, patience and total support for customer needs.  Ensure that customer satisfaction is a daily priority.

Maintain current knowledge of any and all changes or upgrades to the radio systems and related equipment that would affect campus radio users.  Develop, recommend and implement programs relevant to radio services by conducting relevant studies to identify alternatives and by proposing optimum solutions.

Develop radio systems documentation and user training programs.  Provide initial and ongoing training on use of the campus radio systems to staff and faculty.

Maintain effective working relationships with clients, vendors, co-workers, supervisors and managers.

20% 3  Cellular Site and Other Wireless Activities

Participate in review, analysis and negotiation with vendors for cell site and wireless systems installations on the UCI campus. Along with Customer Services Manager, evaluate proposals for benefit to campus and review technical aspects.

Coordinate cell site and other wireless power, safety and environmental requirements with service vendors, Facilities Management, and Environmental Health & Safety.
 
Oversee and coordinate roof top antenna installations.  Supervise tenant activities and provide technical expertise to the tenants licensed to use campus roof top space.
Develop and maintain database to record antenna locations, purpose and owner.
 

10%       4      Licensing and Frequency Coordination

Coordinate with University of California Office of the President (UCOP), all matters pertaining to licensing and operating of the 800Mhz and other radio systems.

 Maintain all official radio license information files including license information, certificates, renewals and FCC documents. Coordinate posting of radio licenses at all campus sites authorized to transmit radio signals.

Ensure that existing licenses remain valid.  Apply for new licenses and frequencies as needed.  Coordinate all radio license applications, renewals, and modifications.  Monitor campus frequencies for usage and regulatory compliance.

Update licenses in the event of system modification such as antennas being moved or added.

Coordinate with other organizations that would like to use or share our frequencies.

Actively participate in  appropriate professional organizations and attend relevant conferences.
 

10%      5      Administrative and Emergency Assistance Support and Projects

Assist in planning and coordination of radio system and other wireless services for use in the event of an emergency or disaster.   Provide technical assistance, working with campus police department and Environmental Health & Safety Emergency Operations Center.  Participate in emergency drills scheduled by the Emergency Operations Center.

Maintenance/service agreement management.  Evaluate options and related costs for maintenance of system equipment, mobile radios, base stations  and portable radios.  Provide recommendations to NACS business office for annual renewal of maintenance agreements.

Review, analyze, evaluate and recommend short and long term plans  designed to minimize radio costs.  Develop annual goals and objective that meet budget plans.
